State Claims “Irreparable Harm” If Dassey Is Freed

The state Justice Department has told a federal magistrate judge he would do “irreparable harm” if he frees Brendan Dassey while the dismissal of his murder conviction is appealed. Milwaukee Magistrate Judge William Duffin overturned Dassey’s conviction in August for helping his uncle Steven Avery in the slaying of Teresa Halbach in 2005 in Manitowoc County. Dassey’s lawyers have since asked the magistrate to release him while the state tries to keep his conviction in place. The state says Dassey should still be considered dangerous if he’s freed, and Halbach’s loved ones could be hurt the most by his release. The state also says the federal appeals court in Chicago should be the one to consider the release request.

Tire Collection Results

Manitowoc County residents can be proud of their commitment to recycling and the betterment of our environment. Thanks to the many participants, the Manitowoc County Recycling Center’s 2016 Tire Collection brought in 74.3 tons of waste tires. The majority were car tires, though there were many other types, such as; bicycle, ATV, lawnmower, tractor, semi, and race car and heavy equipment tires. The annual Waste Tire Collection was started in 1998 and has collected approximately 1677.1 tons of waste tires since it began.

Waste tires can be reused in a number of beneficial ways. They can be shred into rubber chips and used as artificial turf or as a groundcover in playgrounds. Finely ground ‘crumb rubber’ can be used in artificial turf, athletic tracks, sidewalks and other rubber products. Nylon and steel found in tires is also separated and recycled. Depending on what other materials are in the tire they may also be used as a fuel source. When burned in specially designed incinerators the release of noxious smoke can be controlled.

The Recycling Center has a number of programs throughout the year that you can use to help our environment and clean up at home including Drug Disposal programs, an ongoing Electronics Collection, the, Hazardous Waste Clean Sweeps and the Tire Collection. Bail Set for Man Who Led Manitowoc Police on a Chase

Bail is set at $20,000 cash for a 25 year old Green Bay man facing multiple charges afeter leading law enforcement on a dangerous chase in & north of Manitowoc.  Justin K Jacques is charged with first degree recklessly endangering safety, damage to property, fleeing police, possession of meth-amphetamine with intent to deliver & bail jumping.  Manitowoc Police Captain Craig Jansen said Jacques was initially observed traveling north bound over teh south bound 10th Street bridge at a high rate of speed.  Officers from MPD and the county sheriff’s department pursued Jacques, who disregarded trafficsignals & stop signs while trying to get away.  He also put his car in reverse & rammed a deputy’s squad car twice.  Jacques was finally boxed in and arrested without further incdent.  No one was hurt.

Conditions of bail are that Jacques report to the Sheriff’s Department for prints within 24 hours of release – provide a DNA sample & maintain absolute sobriety from drugs & alcohol.  He rmeains in the Manitowoc County Jail with an initial appearance scheduled for Monday afternoon at 2:30.

Manitowoc Police Pursuit

On 9-29-16 at approximately 1:27am, a Manitowoc City Police Officer on patrol observed a white, 2001 Chevrolet Malibu traveling the wrong way at an extremely high rate of speed going northbound over the downtown 10th St. bridge for southbound only traffic.

The officer made an effort to catch up to the vehicle as it continued northbound in the southbound traffic lanes, but the officer lost sight of the vehicle shortly after it turned west onto New York Ave. A moment later, a second Manitowoc officer observed the same vehicle as it sped north through the intersection of N. Rapids Rd. and Waldo Blvd., completely disregarding the flashing red electric signal.

Manitowoc County Sheriff’s Deputies managed to get behind the speeding vehicle as it left the Manitowoc City Limits going north on CTH R. The vehicle refused to pull over, and Manitowoc Sheriff’s Deputies pursued the vehicle as it turned east on Highway 310, then south on CTH B. The vehicle entered the Manitowoc City Limits once again, crossing Waldo Blvd. a second time, and speeding southbound on the one-way, northbound only traffic of N. 8th St.

Eventually the speeding vehicle reached Manitowoc’s Lincoln Public High School, where it entered the student drop off turnaround at the front of the school. The speeding vehicle made a U-turn in the turnaround, and sideswiped two separate Manitowoc County Sheriff’s Deputy squad cars as it continued to elude capture.

The suspect vehicle came to a brief stop on Columbus St. at S. 8th St., but when deputies stopped behind him, the suspect driver threw the vehicle into reverse and rammed the front end of one of the deputy’s squad cars. The suspect vehicle then took off again at a high rate of speed, westbound on Columbus St. from S. 8th St., completely disregarding stop signs. When it reached S. 11th St. the suspect vehicle again came to a stop, only to have the suspect driver again throw the vehicle in reverse and ram a second sheriff’s deputy squad car. The suspect vehicle then continued northbound on S. 11th St. where sheriff’s deputies finally managed to use Pursuit Intervention Techniques to spin the suspect vehicle out of control and get the suspect vehicle boxed in and unable to continue.

The suspect driver was arrested without further incident. He was identified as a 25 year old Green Bay man. The suspect vehicle and one deputy squad car had to be towed from the scene.

Alcohol and/or drug consumption were not believed to be factors in the accident, however, the motives for the suspected driver’s actions i still under investigation.

The suspected driver was evaluated for possible minor injuries at a local hospital, and then transported to the Manitowoc County Jail where he was booked and held on three counts of Felony Recklessly Endangering Safety 1st Degree, three counts of Felony Damage to Property, Felony Fleeing or Eluding, Felony Possession of Methamphetamine with Intent to Deliver, Possession of Drug Paraphernalia, Probation Holds, and a variety of traffic law violations.

No officers were hurt during the incident.

*update* Body Found on Manitowoc County Beach

An autopsy was conducted on today’s date & confirmed the body located yesterday afternoon is that of Francis R Knipp, age 75, resident of Manitowoc, Wisconsin.  Francis Knipp was the lone occupant of a sailboat that was found capsized on September 11, 2016.

The Coroner’s Office has preliminarily determined the cause of death as likely drowning pending toxicology reports.  At this time, the investigation has not fond indications of foul play and believed to be an accidental boating incident.

Family members have been notified.

 

A body discovered on a beach in southern Manitowoc County may be that of a missing 75 year old man who went missing from a 10 foot sailboat discovered capsized off Red Arrow Beach two weeks ago.  That’s according to the US Coast Guard Station in Two Rivers.  The Coast Guard says it was contacted by local authorities as a courtesy after the body was found since they were involved in the search. Manitowoc County Sheriff’s Inspector Greg Schetter says that at 12:35 yesterday afternoon, a citizen notified the joint dispatch center of a body near 5717 Lakeshore Road in the Town of Newton.  Several local & area units responded immediately with the Silver Creek Fire Department blocking off access to the beach while Coroner Curtis Green was on scene.  Coroner Green took custody of the body with First Responders leaving the scene shortly before three yesterday afternoon.  Inspector Schetter says the Coroner’s Office will conduct the investigation to determine the person’s identity and cause of death.  The Coast Guard says because the body was found on the shoreline and not in open water, their agency would not be involved any further.

Burglary & Police Pursuit

daniel-w-fabianOn Monday September 26th at 4 AM, Manitowoc Police received a call from a citizen of a burglary in progress in the 1200 block of S. 20th St. The caller told dispatch that she observed a white male subject walking out of her garage carrying items. She yelled at the suspect through an open window and the suspect ran from the area on foot. The callers adult son who was at the residence got into a vehicle to chase the suspect. The suspect was observed by the caller’s son to enter a vehicle in the area of S. 19th and Madison Streets. A responding officer observed these two vehicles near S. 19th and Madison Streets and the callers son pointed out the suspect and his vehicle to the officer as it left the area with no lights on. The officer attempted to initiate a traffic stop on the suspect however the suspect quickly accelerated and began to flee the scene with the officer in pursuit. The suspect made numerous turns to try and lose the pursuing officer. The pursuit covered a distance of about 1.5 miles and at one point the suspect drove on the sidewalk in the 1800 block of Division Street for about ½ block before moving back onto eastbound Division Street and accelerating to speeds estimated to be 80 to 90 MPH, not stopping or slowing for stop signs at S. 16th, S.14th or S. 10th Streets. The suspect pulled over in the 900 block of Division Street and ran off on foot. Responding officers quickly set up a perimeter and the suspect was eventually captured in the in the 1600 block of S. 13th St.

 

The suspect was identified as 28 year old Daniel W. Fabian of Manitowoc. When questioned, he admitted to entering the callers garage and one other garage in the immediate area, though he could not recall the exact address. At this time, Fabian is charged with one count of Burglary, Possession of Burglary Tools, Felony Fleeing, Felony Possession of Marijuana, Prowling and numerous traffic offenses.

 

Several items stolen from the callers garage were recovered. Officers also recovered an electric hedge trimmer and a blue duel tank air compressor. At this time it is unknown what residence the suspect stole these other items from. Citizens are asked to check their garages and contact Detective David McCue (920-686-6570) if they are missing these items. Another charge of Burglary is pending against Fabian once the location of where these other items were stolen from is identified.

Stabbing at Manitowoc Restaurant

A 31 year old Manitowoc man is confined to the county jail following an assault and stabbing at a local restaurant early yesterday morning.  Police Lieutenant Robert Arps said his officers were dispatched about 3:15 am Sunday to the Golden Flame Restaurant at 2604 Custer Street for a fight in progress. Arps said a 37 year old female employee was stabbed while attempting to intervene in the fight involving “multiple” individuals.  The woman received a small puncture wound to her lower back & was treated on scene by Manitowoc Fire/Rescue Department personnel but not hospitalized.  Responding officers located the male subject on site, found the knife allegedly used and took him into custody without incident.  The 31 year old suspect is being heldo n charges of injury by negligent use of a dangerous weapon, carrying a concealed weapon, disorderly conduct, felony possession of THC, in possession of drug paraphenalia, 3 counts of having a schedule-2 drug & possessing a non-scheduled drug.  The investigation is said to be ongoing & anyone with information is encouraged to call the Manitowoc Police Shift Commander line at 920-686-6551.

Early Voting Begins

A couple dozen people are among the first in Wisconsin to have their November votes in the can. Early in person voting began Monday at Wisconsin Rapids in the central part of the state. City Clerk Paul Przybelski says he wanted to “space out” the process and give voters more time to cast their ballots. Madison and Milwaukee plan to begin their early voting next Monday. In July, Federal Judge James Peterson settled a lawsuit by dropping the Republican law that restricted early voting to ten weekdays before an election, while making cities have just one voting location each.

50/50 Raffle for Officer Walters

50-50-raffle-presentationOn August 19th, 2016 the Manitowoc Public School District Athletic Department held a special recognition night for the City of Manitowoc Police and Fire Departments before the Lincoln High School Ships first varsity football game. The purpose to was to honor the men and women of these Departments for the work they do and the sacrifices they make to keep our community safe.

 

As part of this event, a 50/50 raffle was held with proceeds from that raffle going to Officer Katie Walters, who on July 15th, was involved in an off duty single vehicle rollover accident and suffered extensive injuries to her neck and spine. The proceeds from this raffle were earmarked to help offset her extensive medical bills. Katie was initially hospitalized at Baycare in Green Bay and then spent time in a Chicago hospital as well as part of her rehabilitation. She has since returned home where she continues her therapy on an out-patient basis at Baycare.

 

Today, September 13, 2016, Manitowoc Public School District Athletic Director David Steavpack, presented Officer Walters with a check for $550.00 from the 50/50 raffle. The attached photo shows Katie accepting the check from Steavpack (left) along with Chief Nick Reimer (right).

Suspect in Home Burglaries & Vehicle Entries in Custody

TYLER W. FESSLER.JPGOn Tuesday September 6th at approximately 11:20 AM, Manitowoc Police Detectives received a tip on the location of a person of interest we had been seeking since the vehicle entries and burglaries first began in mid-August.

 

This person, identified as Tyler W. Fessler, 23 years old from Manitowoc, was apprehended as he attempted to flee out the rear of the residence located in the 1200 block of S. 11th St. He was transported to the Manitowoc Police Department where he was somewhat cooperative with detectives who questioned him on the numerous incidents. Fessler implicated two other Manitowoc citizens in these incidents as his accomplices. Over the next two days, these two persons were located and brought in for questioning as well. The investigation is still continuing on these two subjects and they are not being held and have not been charged at this time.

 

Fessler was charged with one count of Burglary to a Dwelling and Felony Bail Jumping, as he was out on bail for a prior burglary. His bail hearing was held on September 7th and he is currently being held at the Manitowoc County Jail on $5,000 cash bail. Fessler has been directly tied to one north side burglary where a substantial amount of cash was taken. Fessler also admitted to being involved in eleven (11) other vehicle entries within the City and he is being referred to the District Attorney’s Office on charges of Theft and /or Burglary (depending on if the vehicle involved was within a garage,) and Bail Jumping for each of these 11 incidents. His involvement in other home burglaries and vehicle entries is still under investigation and further charges could be pending from those incidents.
